D.  Prior to Kate, the last time a tropical storm formed somewhere in the Atlantic during the month of November was actually in 2013 (Melissa).  However, when Kate became a minimal hurricane, that was the first November hurricane in the Atlantic Ocean since 2010 (Tomas).  Tropical storms and hurricanes are relatively rare in November and tend to be short-lived so they don’t often necessitate much attention.
